You only need a sheet of paper, a pencil, and a ruler.

Place a sheet of paper on the floor against a flat wall. Have the child step on the paper with the heel firmly against the wall.

Make a mark with a pencil at the tip of the longest toe. Hold the pencil vertically for an accurate measurement.

Use a ruler to measure from the wall to the line. This number in centimeters is the foot length.
